Export vehicle timer doesn't go down?

I just sold a single car from my vehicle warehouse and there was a 10 minute timer until I could sell another, so I left the game and got something to eat and when I came back the timer was at 15 minutes... How am I supposed to sell any more cars, and is there a fix?

I'm not sure but I think it resets when you join a new session. My timer was fifteen minutes and I joined another session and when I checked again it was eighteen minutes.

That seems to be the case, but it still randomly resets to around 20 minutes even in the same session. I've contacted R* about it, and I'm waiting for a response.
