GTA Vice City Mobile(And other Mobile GTA games), do paramedics show u

I ask this mainly for GTA Vice City, because this is what I'm currently playing, lol, but in GTA Vice City and other mobile 3D Universe GTA games(Pretty much excluding only Chinatown), do paramedics never ever show up for you? This is less of a problem, but more of something I'm simply curious about. I was playing GTA SA for PC just earlier today, and I noticed the paramedics immediately show up. This doesn't happen on my mobile port of SA on my Windows Nokia 1520 smart phone, or my Kindle fire port of GTA VC. I've never played VC on any other platform, so I ask, does GTA VC have functioning paramedics usually in other versions? And if so, any reason why they fail to appear in mobile ports of all 3D universe games?

 

Edit: I realized I may have not been specific in what I meant exactly, so just in case I confuse some one, I meant when paramedics show up to aid/revive dead pedestrians.
