Why do Pegasus Spawn Points move/fail?

Does anyone actually know why the game (the technical reason behind it I mean) sometimes fails to spawn a Pegasus vehicle, and when it does succeed they almost always move to a slightly different location when you arrive there?

 

I know it is far better than it was (on last gen?) Because they added additional spawn points next to each spawn point. eg the unrealistically located point next the the heli pad at the top of the map, over the fence on the grass.

Just be glad vehicles don't jump from spot to spot and explode like they used to...
