Get someone who knows how to do GTA5 scripts and make a new version of the map with each frame of the the chevron texture animations as separate objects and then the script should spawn all the different "animation frames" at once but only make one visible and the rest invisible, then make the next one visible and the previous one invisible, etc. Do that on a loop and the textures will be animated.
