Severe stuttering issues at dawn/dusk

Ever since the bikers update, my game has been having rather severe stuttering issues every time night and morning roll around, it'll be perfectly fine, run at 60FPS in day and night, but the transitions cause there to be heavy stutter. Framerate is still at 60 between the freezes, and I know its not a PC problem since this never happened before the bikers update.

 

Anyone else having similar issues and anyone have a fix? Its pretty much killed the game for me due to how short days are. Can barely get anything done before it starts up and it has gotten me killed many times.
