Game won't correctly draw objects unless I open the graphics menu

For some reason, the game won't draw objects, buildings, and NPCs in the distance correctly (with everything maxed out) unless I open up the graphics menu. Of course, it runs at a higher framerate, but it doesn't draw things in the distance correctly. Any help?
