GTA3 PC - Cannot start on Windows 10

Recently re-installed a fresh disk copy of GTA3, will not start at all. I've tried changing compatibility modes, DEP, running as admin etc., NOTHING seems to work. I'm at my wits end and seriously don't know what to do. I've gotten it to work a long time ago somehow and I really don't know now. Help!

Turns out I somehow fixed the issue. Mods please lock this when you have a chance?
