Do you think Claude should have had a voice?

Yeah maybe we could actually understand that he is Having a plan to find and kill Catalina by ranking in the underworld instead of Being just a lab dog

When they actually give Claude a voice, it turns out to be Dick Grayson from the 60s Batman TV show.

 

"Golly gee willikers Catalina."

If he had a voice that would ruin the mystique wouldn't it? If he had a voice we wouldn't be having this conversation 20 years later. 

One of those early trailers had Mr Fido himself actually say "get outta the car!" so unless you knew that obscure piece of knowledge then you'd think he was totally mute.

Not really. Obviously now Claude stands out as being atypical when we've seen character development from other protagonists, but being mute (selective or otherwise) suits him. It adds mystery, and I can't ever recall playing III when it was fresh thinking "you know, this Claude is great, but I wish he could talk". Retroactively speaking, it's odd, yes, but it never mattered to me at the time. Obviously R* agreed to a degree because they didn't reveal a voice for his cameo role in SA either. The cutscenes in III by comparison are a lot less lively, but I would argue the story is heaps simpler so Claude didn't really need to give any feedback. You turned up, got a little bit of instruction, maybe listened to a lecture and you buggered off to do what was needed.

Why are people so desperate to hear Claude speak in GTA III? No lines were recorded. He didn't have a voice actor. He says nothing, aside from maybe grunts of pain. Is it just too much? Do people have to speak?

Nah, I think he's fine as he is. Claude is who he is mostly because of the fact that he doesn't talk. It's what defines his character as a mysterious, eerie, psychopathic killer who'll do anything for revenge and the right price. If Claude had a voice (I believe he does, he just doesn't like to use it) he'd end up becoming a lot less interesting and cool to us than he is now.
