For Gouraud Shading one needed a 3D card like Voodoo1 - Voodoo3 but mip-maps worked with CPU since it is just a lookup. I cleaned up my GTA San Andreas User Files folder and THEN it worked without problems. When you look around with your mouse, brightness randomly changes. Seems like it somehow bound with sun reflections (or light reflections).
