I know on last gen they used to post info there (I think about the latest discounts or newest DLC)? Nowadays it always seems to be empty, so why don't R* remove it already?

It's empty,but on ps4 menu you can find Gta V and then events (something like that),you can see dlc's,discounts and what is new.

They used to have it updated with each DLC but you are right. It hasn't been updated in a while.
