a thing which is not related to the beta but should be looked into, the revolver in the game ejects spents shells after every shot also pump shotgun IIRC eject the shells instantly after every shot ( same happens on SA) while in gta 3 it correctly got spented after pumping

 

 

also now related to beta, pre relase image of ''Guardian Angels'' note the poorly detailed uzi (maybe lod?) and Diaz car is a Washington

It's not Washington, it's Admiral. I remember seeing a shot of this cutscene from a different angle and it was indeed an Admiral.

The traffic lights was without a texture at some point in the development of VC for PS2 (or maybe they forgot add texture for them), but adding them as a BETA thing just no... Does not fit and looks dumb.

Just one observation, Kalvin ... I have seen in the various images, that Tommy is a bit more robust, than the final model.

let me understand something Kalvin, as beta-pre relase screenshots suggests

 

VCPD helicopters had a blue scheme ( similar to the unused one in LCS)

Enforcers had a black and white scheme (just like VCS)

and police cars had a paintjob similar to the Miami Beach PD

 

wouldnt be all weird have all those vehicles with different schemes? shouldnt be all of them be blue/white or black white or Miami Beach PD based? instead a mix of all of that?

Pretty sure they used the III carcols as placeholders for them. Funny, the old helicopter had a red and white paintjob and III model.

im sure thats an very early version of the unused lifesaver chopper or maybe an unused fire departament chopper as seen in VCS?
