GTA V lags

I have problem with GTA V.

I had problem since release this game. 30-40fps in game, but when i rode a car, i had 5fps.

I found solution! I had to create new account in my PC (Windows Account) and problem disappeared!

This method had to repeated once a quarter (more or less).

Unfortunately, now this method does not work. Problem returned and i do not know what i should do

My specs:

- Intel i3 4000M

- 4GB Ram

- AMD R5 M230

 

I showed statistics in device menager when i played, 100% Disk, occasionally RAM, processor at 80%
