FPS goes down with around 60

So I get around 110-120 fps if I play with like no ReShade mods. But if I download GTA V Redux and install it which should take down 20 fps or so, my fps goes 60 fps down, which means it goes all the way down to 60 or sometimes it goes to 40 depending on where I am (near nature etc). This shouldn't happen though, I think it might be because of some changes in the settings (ex. VSync) but it's already off. Does anyone know how to fix this? I should play this around 70 fps MINIMUM.

 

And I am not using the best version of the ReShade, I am using like the original version which is normal compared to the ultra ones.

 

Can someone like tell me if I can turn off or do something with settings that are ''unnecessary'' just like VSync?

 

EDIT: Just went to some small mountains with no ReShade and I had 160 fps...with ReShade goes all the way down. Are my settings f*cked or what
