Is there any way to skip the gangwars by modifying your savegame?

if you are modding anyway then easier way is to use cheat menu cleo, it has gang territory density editor which gives you control over every patch of land in game and determine which gangs have how many density on each turf, it moves kinda quickly and it takes practice to get right gang name stopped on screen but you can basically edit the stuff regarding gang wars, just make vagos and ballas number go zero and grove anything above zero.

10-20 is best, then it's not too green and can see map under it well.

You can use the Savegame editor. Go to locations and select differeent LS Areas, then reduce all other gang members in it and add desired number of GSF Mems in the perticular area.
