How To Change Peds Health Configutration?

I know there is a file named PedsHealth.meta inside Update.RPF manage ped's health.

Like "Strong" Line is for Army and SWAT.
The thing that i mean is change Normal Pedestrian (Civil) to Strong Line (Army n SWAT).
If i just increase the "Strong" line, it's just make the SWAT/ARMY to be OP. I want to make Some Peds have health like the Army/SWAT.
Is there any other file that related to PedsHealth.meta?
