It looks like you merged data of two effects and please put your code block into spoiler

if you search the your fxs data for texture you'll find this:

TEXTURE2: NULL

TEXTURE3: NULL

TEXTURE4: NULL

 

and this:

I think the lightnings textures are still overlayed

Now, I have more questions. Is possible add it like a new particle, and call it by custom name?

& is this only way to rewrite particle style? Some program supports 3d graphics for particle edit?

Yes it is possible to add it like a new particle, change two entries:
FILENAME: X:\SA\FxTools\Data\effects\gta_pc\systems/code/custom.fxs
NAME: custom

consider playmode, read here

There isn't any usefull tool, just a good texteditor and cleo testscripts
and of course textur editors for textures
