Rocksgar has completely screwed up. I was really exiited about RDR2 until they stopped updating single player. Not gettng a dime from me. Rockstar specifically has a script running all the time that disables spawning MP cars in SP, back with the Lowriders update They're clearly out for more cash as they put in extra effort to try and block off MP content in SP (which works fine/great, so stability nor usability is any issue). They took your $60, they promised "substatial additions" and yet, we see none. Just more MP crap. So yeah, just more grind food for sh*tty YouTubers and kids spending real cash on Shark cards to get their sh*t that gets nerfed the next update anyway. Complain, buy more sh*t for the next update and repeat the cycle. So yeah, sh*t's never gonna happen and you'll just need to use mods to have some MP content in SP. Forget about missions, heists and other scripting-related MP content as R* uses a whole different approach for this, which we can only emulate on the top.
