[vb.net] How to Remove All Background Noise?

hey guys. I've been trying to remove all background horns, sirens, etc. I am looking for a completely quiet background. I cannot find a native that clears ambient noises. I still want to hear player noises, gunshots, pedestrian screams, etc. just not if the world is completely empty. Those sounds still show up during a Blackout.

I tried:

GTA.Native.Function.Call(Hash.START_AUDIO_SCENE, "END_CREDITS_SCENE")

but I loose ALL audio except for the menu's. Has anyone found an audio scene that works as I want? Anyone have any ideas? I'm fresh out atm.
