Hello there! I would really like to know if this car is avaible just for a limited time or not. I assume it isn't limited cause I still see it and I know it was released on valentine day(when I still wasn't on the enhanced version of gta). Thanks in advance for help

Yeah since the new Valentine's Content in February of this year, both vehicles and the Gusenberg Sweeper, clothing and other related stuff, are permanently unlocked and purchasable.
