Normal mapped roads amd sunlight reflection for gta sa?

If i remember correctly gta ivs roads are normal mapped and give it a nice look instead of just being plain and 2d ish and it provides reflection too! So my question is is it possible to normal map and bump map gta sa roads also since gta sa reflections look plain i was wondering if it was possible to have a sun reflection on the cars that would probabbly make them shine.
