I wonder.They never were, they could go rouge and kill or capture cowboys, destroy their homes and kill their cattle and other resources. But considering how the "civilized" peoples treated badly ever since the colonization period, shafting them with exploitative offers or taking over their rightful lands by force, its justifiable IMO since they could always assume the "civilized" people were hostiles.
