According to people on this forum we won't be able to do that. I had the same idea regarding boats and canoes and paddling over to the "out of bounds" areas.

My speculation is that it's going to be like gta 4. You CAN explore the other islands, but you'll have a metric f*ckton of lawmen coming after you.

Everyone still now, after even seeing the entire map, expecting to be able to cross into mexico is (still) likely setting yourselves up for dissapointment. Why not just be happy it's this big already? There's a ton of new zones to explore, and on top of that you get to revisit the (in my opinion) best part of the old map

Just a speculation on the little area to the far east of New Austin. I believe that will be the launching point to get to the island we saw in the leaked map. Also I think the island will be a North Yankton type of situation.

It's very strange but on the new leaked map there is a Mexico.
If you will look closer (zoom in the Right part) you can see every shape and mountains there, while the left side of the map is empty!

Why would they do that?..

The border as per the map depicts the boundary being half way across the river to Mexico. Which means that body of water is explorable. How they will action a boundary half way across a river before you hit Mexico is another theory all together.

 

My guess as you said Vitalize is that you'll be shot and killed before even getting close.

Mainly because all other boundaries have massive impassable mountains that you'll never be able to see past, so no build is needed past the mountains. Mexico does not as we can see it. So they would have had to at the very least sculpt the terrain of Mexico.

No? A steamboat would probably work like a train, you can't control it and it just takes you to a designated spot. Theres even a dock in Thieves Landing designed for steamboats

interesting. also the map says its a map of the USA. So technically it doesnt have to show road features of mexico

Terrain already existed, they just needed to redo the textures.  It's necessary because you can see a lot of it from various points in New Austin, just across the river.  (Also, hypothetically, if they want to use this area later - as an expansion for Online or single player DLC of some kind - then they might as well do the bare minimum work of including and updating the geography now, even if there are no NPCs over there whatsoever.)

I wasn't talking about mexico? 

 

I was talking about going straight to NA when we can free roam.

Ah my mistake then, sorry, it's still many people here still speculating amongst themselves that Mexico "obviously" is in but R* is keeping it from us. Especially on Reddit.
I think you're right about that, but it will show the zone in red if you are wanted there.
I personally think it will be a more grounded experience compared to GTA 4 and I think it will require witnesses to recognize you and report to the authority that they saw you in the area.

to prevent us from going to Mexico, I think the river will be very powerful with a lot of current so impossible to cross
and there will be no boats available on this river imo

Because we will be able to see a somewhat detailed Nuevo Paraiso from the distance.

Yeah if it works like that then I can see it being like that.

 

Personally, I don't really care if Mexico is part of the game or not. My main thing is Rockstar keeps stressing immersion and realism. "If you can see it you can go to it".

I don't see anything that could prevent us from going to Mexico except an invisible wall, or your canoe starts to sink.. but wouldn't that contradict the whole goal of feeling immersed in R*'s world?

Bare minimum effort, not really, this new game has way more details, and it would require rework of all the meshes in the area, buildings needs to be remodeled, re-uv'd and re-textured. Most likely using scultped details as a normal map, so another step, and that goes for almost everything. Buildings, vegetation, rocks, cliffs etc. Some things can probably be recycled from other zones. But way more work than most people think.
My prediction is that after launch the web will be filled with comparison shots from the first game and this, with comments like "look how much work they've put into the details on this and that".

"Somewhat detailed" isn't good enough though really, it's close enough in some areas (see below) that you could see people riding in Mexico. That area around Perdido is SO close.

This island is still there on the new map. The road from plain view approaching the bridge however is not yet paved it seems from the new map.

The "if you can see it you can go to it" thing was from a journalist who probably took it out of context. Rockstar hasn't said that. This is what happens when people take journalists as gospel and overhype themselves

makes sense as well. 
But at the same time if that area is not available, they could simply not to draw it but they did.

The dark lines on that display map are 100% WE Big valley. I just matched it up to the new treasure map leak posted on Reddit. 

 

Look for yourselves:
