A graphical revolution inbound?

I mean, with GTA V being a remaster of a game that was announced 2011, so in development since a few years before that (2008/09), it is a game based on an almost 7 year old game!

That means, it is most likely less great than what R* could have made if they had the freedom to do something from scratch.

As Rockstar always sets new standards graphics-wise, we could get an entirely new, revolutionary graphical wonderland with the next Rockstar game, which seems to be a new Red Dead.

It's possible. They called for PBR hires recently, physically based rendering material pipelines, here are some demos of what that makes possible and explanation. they talk about it in the cryengine video, it's pretty old and their first implementations shown, and the one below it is an unreal demo, looks good. You can't go too much on the demos out there though because a lot of people don't really do it right or do it stylized so you don't really see what's possible:

Rockstar never really set a new bar graphically - in fact, they've almost always been behind the curve in terms of graphics, but ahead of it in terms of scope of the game worlds. Rockstar has always been behind in graphics, but their games were always ahead in other areas. San Andreas may as well have been a PS1 game art wise, except for a few effects and the massive scope of it and the streaming tech back then was rare. It was their scope and how much is done per-frame that made Rockstar so big. the only reason V looks so much better than IV is really just because V is doing a lot less in each frame, where maybe IV was overkill on the sim, many miss that, but the only way to make the graphics so good in V was to scale back everything else.

No they don't... Never have. Certainly GTA IV and V on last gen consoles (and only 360 at that in case of IV) were graphically interesting, but even that not in terms of raw graphics tech but rather for other reasons, as HumanIsland mentions.

And frankly I find it doubtful that any sort of technical revolution is upon us. The primary target for games are still the consoles and PS3 and Xbone are not that powerful to make something truly revolutionary at this point.

PBR and such are the tech of the (not so far) future, but having an open world game based on it already? Hummm.
