It's literally the last resort in an attempt to squeeze the last drops out of the game world. inb4 "GTAs are about FUN. This GTA game is not FUN at all and doesn't even give me a jetpack for 100% completion. Where is the FUN? So I only completed it to 100% 3 or 4 times but it's such a chore." and "You're not a fan of the GTA series unless you complete everything to 100% every time you play. Why would you play a game unless you do everything towards 100% before even starting the story and then finish to 100% at the end? You call yourself a fan of the GTA series?" I mean there are jokes, but you gotta admit the 100% awards in the HD era have sucked major cock. No I don't, as I argued in another thread, I think awards for 100% are stupid. If the reward is significant, then gating it behind such a high wall just serves to punish those who don't care to do that. I maintain that the road to 100% or equivalent should be rewarding in itself (or at most give some silly reward that doesn't change anything) so that people who want to do them do them anyway and those who don't, aren't punished. Honestly I find the current trend in gaming to constantly give rewards and fill out progress bars as incredibly annoying. I'm playing Splinter Cell Blacklist now, or shall I say "playing" because it's not even a f*cking videogame anymore, it's a set of constant challenges, mini-competitions, unlocks and progress bars like bloody FarmVille. The actual SP campaign is maybe 20% of the whole "game" at most. At least GTA usually has a good sense to make the story around 70% and the rest just random fluff you can easily ignore with no penalty. I'm now playing GTA IV with a loose intent to getting to 100% this time, after 7 years and a ton of playthroughs; I've never cared for it before. Now I'm doing the side stuff basically just to know the city better and to squeeze even more of the game. I'm having fun with it: the stunt jumps are entertaining, the flying rats gave me a reason to explore the rest of the city and Stevie's cars got my new knowledge of the city to use. I don't feel forced to do them though, which is good because before last year I've never cared to do 100% in any game ever. I don't quite understand people who complain about collecting pigeons or flags or whatever - if you don't like the activity, then don't do it and move on to another game. It's not like it's an essential part of the core game, that's the point - it's easily ignorable if you're not into it.
