I'm guessing he should drive his Bulldog in. (DOS) SA1: Cops will eventually stop spawning after killing enough of them; since a lot of their corpses and destroyed cars won't disappear, I'm guessing it's a memory issue. It could also be an implication that the player has killed every police officer in the city. (DOS) Having over nine lives causes the left number in the lives count to draw behind the multiplication sign. (DOS) Image PlayStation LC2: Much like on PC, Cabot will stop in the middle of the road, but on PS he won't get out and run into the garage. Damaging his car will semi-fail the mission, but jacking it and driving it into the open garage yourself will progress the mission.
