OpenIv not letting me change skin?

So I'm trying to install the entire flash mod. I've gotten the mod in, but I don't have the skin. When I run OpenIV and do everything im supposed to, GTA will make me download an update and the textures/skin will go back to normal. Can someone please help?

you need to use the mods folder and disable your internet
