Hunting for a new CPU - Help Please

So I've got the MB and CPU fitted but even trying to reinstall Windows was difficult and after trying to install Windows Updates it won't boot up, the screen is just stuck at the "Starting Windows" screen, and when I try to repair I can do it but the computer denies me use of the keyboard and mouse to click "Finish". I can't even reinstall Windows. Help please because I am getting really frustrated!
