I'm pretty sure The Director bought out entire parts of the city, and the police cleared out more populated areas. It's not abandoned. It's just that the parts of the city you play in are very shady areas. There are still signs of normal human life like the news reporter and the cops and stuff. But why do you give a f*ck? Carcer City is only in one Rockstar game ever, and it's not even an open world game to explore and stuff. Why do people read so much into things? Ugh. People give a f*ck because technically Carcer City is in MANY Rockstar titles (1 game and many GTA's) , if only referenced. there are companies and references that go all the way up to V. It is 100% a part of the GTA universe and even into the HD era. It is still a mentioned location in the GTA Universe. Quite a bit, in fact. and thats disregarding its famous mention in GTA3, which was the start of things. to OP: No, I don't think Rockstar have abandoned the idea of going to Carcer City for a GTA game, not at all, All I do know is I'm getting older waiting for it to happen!
