That's a very extreme version of motorbike gliding, and it only happens in stunt races, and only when you hit a certain type of ramp. With enough momentum you can get a bike (even in free roam) to start to gain altitude, but it's very much been ramped up for the stunt races. It's not far off moon gravity, in single player.
