Can't go online "new downloadable content pack"

So I'm trying to get online today and this has been the problem from the beginning when I first got GTA 5 on steam like 6 months ago.

 

When I try to go online it just pops up this screen

Then it loads story mode

Now I've read posts on this and none of them have any confirmed solutions. Most people just say to delete everything and download the game over again. That doesn't work though for everyone as people say even after that this happens. Some say this happened for a while and stopped on its own. One guy suggested deleting a file and that didn't help the person. I'm on windows 10 fyi. So please please offer me some advice on how to fix this. I will re-download if I have to, but I want to avoid that if possible if someone here knows what the story is with this problem getting online. Thank you !!!
