There is little you can do about people who always realise a little bit too late that they do not want to play after all. Penalise them too little and they will leave anyway. Penalise them too much and they will just boycott the job by standing in a corner or blowing themselves up or whatever is necessary to make their team lose quickly. And in the latter case the ones left to pick up the tab are probably those who leave involuntarily due to bad connections and whatnot. There is little good lying that way.
