GTA4 Has no Audio and then crashes after the loading screen with all t

I installed GTA4. I run it and then it has no Audio. Yes I've checked the Audio settings in-game and then the volume settings on the taskbar. That's only one of the issues I have.

 

When I launch the game and press start, The game starts loading with a slideshow of pictures of the characters in the game. That finished then, It turns into a black screen then "Starting a new game" Appears at the bottom of the screen. Few seconds go by and then It just suddenly turns into a black screen.

I bought it from a Australian game retailer called EbGames,

GPU: Radeon R9 280x

CPU:Intel i5-4690K 3.50GHz

MOBO:Asrock Fatality Z97 Killer

PSU: Coolermaster GX II 750W

RAM:8 GB
