Phone calls too early causing problems?

I seem to remember reading that if CJ has a negative balance (in the red) and receives a phone call from the 'casino owner' too early in the game that it could cause problems later on. Meaning, CJ won't receive a certain phone call that is needed to progress later on in the storyline. Is that correct?

 

At the beginning of the game, it is possible to receive the phone calls from the casino owner while standing at the very southern tip of Las Venturas. There are a couple of areas that won't trigger a 4-Star Wanted Level.

Yes, this is a known glitch usually associated with trying to collect the uniquely colored vehicle from the goons that harass CJ for the debt. If the debt phone call is accepted then a flag is thrown that shuts down the Badlands phone call thread. After the Are You Going mission is on the map the flag is thrown anyway so no more glitches are associated with the Mafia calls.
