Updating with Mods?

Quick question: is it possible to update with texture and script mods installed in the game? I have a whole bunch of mods, including ELS and TrafficFlow, that I would like to keep in the event of an update, because I'm certain that the reason why ELS isn't working is because my game is not updated.

 

Any help would do, thanks.
