Hao Airport Race won't spawn

I've tried all the solutions for Dom's mission not spawning and for the races not counting in the social club in the console bugs topic

 

I got the text from Hao but the race didn't spawn (yes I made sure it was between the correct hours) so I deleted the text hoping he would resend. He didn't, and the race still doesn't show up. Do I need to restart the entire game to get career criminal?
