(launching game = new game/load game) High FX quality enables anisotropic filtering, low FX quality keeps filtering mode from TXD. Try if a different FX quality changes anything. RenderWare has many pipelines, some of which could have issues with mipmaps. I am interested to see if SkyGFX or any other deep-adjusting ASI interferes with this. You will lose the ability to compress textures for ImgTec GPUs but I guess you dont need it. (the idea that Microsoft VS2013 redist hurts your w10 is wrong, please tell _real_ problem) TXD Workshop does not understand mipmap filtering. Textures that did not have mipmaps will not display mipmaps. Neither can I vouch for it properly generating any TXD file.
