GTA IV PC not displaying full hz

My monitor is overclocked to 76hz. all my other games recognize that. But in GTA V, The resolution slider only goes to 60hz instead. I also think im suffering from the color bug. I noticed in GTA V that the colors looked different when i change the refresh rate. The colors look better at higher refresh rates.
