Annoying freezes in GTA Online

I have terribly annoying freezes in gta online for 3-5 seconds after 15-20 minutes of playing especially near large concentrations of players. I have 60 fps usually then my game freezes for 3-5 seconds and I have 60 fps again. I tried to reinstall, lower graphic settings, change settings in nvidia control panel etc. I know that a lot of people have a similar problem. Maybe someone has had a similar issue and solved it and will tell how to do it.

My specs:

 

 

GTX 660 2 GB

8 GB RAM

i5-4590
