I guess because it's too hard for consoles to track any of this simple information, here you go. Taken from a moderately filled 20-25 person lobby over 60 seconds.

And before anyone asks. Idle PC without GTA running averages 0-8 Kbps.

I remember on my old internet I'd average around 1-5mbps which was enough to play in a full lobby although within 20 minutes I would use up a lot of data on my 8gb cap. Once that was reached I got 30kbps (if I was lucky) which was (barely) enough to play with one other person... tl;dr don't play GTA if you have a low data cap
