Vinewood Tours not spawning for me

For some reason i cant seem to get the Vinewood Tours to spawn and offer tours for sale, the bus itself spawns outside the old Doppler Cinema but its its just parked there and doesn't offer tours.

 

I have gone down a block or so to Up-n-Atom where the tours are meant to start but it never comes there, i have waited and drove past the spot on M, T and F for literally hours of real time (several days in game with each character) is there a trick to it im missing?
