OPENIV Problems

Hello, I haven't used OpenIV for awhile. I recently installed it and it keeps closing itself after a few minutes OpenIV is opened. When I try to reopen it, it says Another program is using this file. I tried reinstalling it, restarting (restarting makes it think that it can't run on my PC error, but my PC is 64 bit).

 

Edit: If there is any temporary replacement, please tell me.
