GTA V - New Mural Discovered !?

I was derping around GTA V, driving like an idiot on the Los Santos Freeway at top speed, when I suddenly crashed into a wall and my car exploded. Obviously I survived because of the Invicibility mode, but I was on foot so I was ready to spawn myself a new car. I turned right for a second and I saw this thing which made really curious :

The place is located near Ron Alternates Wind Farm ( at X:1756, Y:1821, Z:75). Here's a photo with the map itself:

So the question is: What in the world is this and does it mean something ?
