I was just wondering:

   1. Can you skate around in the roller skates.

   2. Where and can I get a dodo when not on a mission?

   3. Where can I get the army helicopter, (can you fire stuuf from it)?

1. Nope, not if you dont cheat to make you become the person with rollerskates, and youll still just walk with skates on you, not skate

2. Back of the Film Studio after completing the "Dildo Dodo" mission  ( its a Skimmer, not a Dodo )

3. The back of the Military Camp after completing the mission "Keep your friends close" or at the ocean view helipad after getting 100 packages, and yes if can fire missiles and minigun

I didn't even know it was on that helipad in Ocean View. I've been going to the military base the whole time. Thanks

Yeah, thats how it works. It only appears there when you beat "Keep your freinds close..." and when you have aquired all 100 packages.
