Just because they haven't caught you yet doesn't mean that they won't. Take a look at the posts from people who have been banned on the support forum (https://support.rockstargames.com/hc/communities/public/topics/200063373-Grand-Theft-Auto-Online?filter=trending) and you'll notice that a very large number of them spent money a modder gave them.
