It's just as cheap as any other tactic in the game but I could care less people can play how they want

To anyone saying that this is part of any third person shooter games, I suggest to you play more shooters.

 

Syphon Filter: Dark Mirror(an old and quite forgotten game of PS2) had that dealt with, if you tried to aim just like it was shown here, an "X" would appear on your crosshairs and if you shoot, the shots would end up hitting the wall between you and the target.

 

Although, an easier way to deal with this issue in GTA is by implementing a "shoulder swap" button, wouldn't fix the issue but it would give the advange to the other player being shot at.
