Well, you know how in just cause 3 the soldiers had to call in reinforcements? You had to have drag racer reflexes to stop them, but it was possible.

 

So, for the next GTA, I would keep the hiding system, but also having the cops have to call stuff in before all the other police know where you are, thus giving you the chance to eliminate the cop and potentially end the chase.

 

I also want law enforcement that cares about the lives of it's officers. None of this "No retreat, no surrender" crap as though they were US marines on PCP, I want a dispatch that declares some situations too dangerous for officers. Like, maybe they call the ground units off and have the chopper pursue you from a longer distance so you can't shoot it as easily. Maybe they have their regular officers retreat before the FBI or national guard is called in.

 

Also, from now on, all officers must be deployed from a police station. If it's an air unit, it can only be deployed from a station with a helipad, alright? No more of this "Beam me down, scotty" star trek transporter "WOOP! There's suddenly a police chopper in front of you LOL" crap that GTA V couldn't resist pulling. Now officers must be deployed from a station, which means they're going to take a bit longer to get to the scene. If you're on top of a mountain, that means the cops will actually have to go up a mountain. No more of this spawning police on top of the thin ass mount chiliad trails crap, where you often see a police car right on top of a really thin strip of land on top of the mountain and wonder how the hell it got there. Now they must be deployed from a station.

 

Also, if you crash a plane, have the dispatch deploy EMS, alright? No more of this "Shoot the survivors" crap. Or at least just send the cops over to do some investigation, not to immediately shoot you because the wanted system psychically beamed your information into their heads along with a shoot to kill order.

 

I think this should be good. Although I would also like MGS style communication, as well as being able to shoot or disable enough cops so that they run out of reinforcements. I mean, people around here like realism, so I can't be the only one who thought it was a bit bullsh*t that the LSPD has a teleporting clone army.

I think you got it right there man. Great ideas ^

 

I loved learning of V's new evasive system. It was intuitive, challenging and made more sense so kudos to Rockstar for adding that feature.

 

Having said that, the system is way behind and really needs to be brought in to the 21st century. They've revamped and improved so much over the years, mostly, but the cops in V were too idiotic and overzealous. They really need to give value to the idea of being in an isolated place, using a silencer. Because the cops are magically alerted to this immediately, it makes the silencer redundant and any stealth goes out the window. It's really a immersion and gameplay sucker. It felt unfinished. Magically spawning cops in hard to get to places is bizarre. Is that a technical feat they couldn't overcome or was it a creative choice or even something to keep ratings boards for cutting content?

 

I know we're strictly supposed to be speaking about the evasion system but it's kind of hard not to talk about how the cops arrive too.

 

I hope Rockstar make the cop system a priority this time.

I voted for an entirely new ( covering the best aspects of the old ) system with more focus on stealth, advanced AI and emphasis on realistic methods and tactics, use of less lethal approach than shooting on sight more often, and identify and differentiate between the crimes ( instead of wanted stars ) for separate tactics to various crime situations for the use of lethal force.

I'd also like to see more Close quarter battle tactics being employed than the predictable fashion of engagement seen in the current state.

I like how you get away from the cops in GTA V, but the cops themselves still need a lot of work. Most things that I wanted to say have pretty much already been said in other replies. One thing I would like to see that I haven't seen said yet, is that if your wanted level is pretty high and you've killed many, many cops, I'd like them to stop sending in ground officers and pretty much just send in snipers. That would be interesting. Trying to hide from them and pick them out from atop roofs and in helicopters. They'd have lasers so you'd know where they are.

I'm thinking kind of a mix between IV and V. The closer you stay to the area of the crime obviously will be a lot hotter, but the red circle thing wouldn't be so dramatic. Improved IV-style police, as well.

 

One idea that I think is a bit divisive, but if implemented properly could probably be awesome - arrest warrants. Kind of similar to how bounties worked in RDR, but your warrant would only last a set amount of in-game time, depending on the severity of crime (i.e. 1 day for a carjacking/assault, 2 days for robbery, 4 days for murder and 1 week for causing absolute mayhem). You would have to take care to keep a low-profile.

 

Maybe just make a hardcore mode for the next GTA for arrest warrants. This way players can have it on or off. Make it a good hardcore mode though, like weapons with a lower max ammo cap, less cash and ammo from peds/enemies, arrest warrant, higher bullet damage, no auto-heal, et al.

I actually liked Watch_Dogs wanted system, it was refreshing to have the police after you and be able to drop line of site and jump inside a dumpster or hide in an alcove/alley to lose the cops, GTAV cops have ridiculous ESP and come for you when its impossible for them to have seen you.

I like what they've done in V, the ability to find a fire escape, hop up on a roof behind cover and watch the cops sail by is great. To me, that feels more realistic than out-running a search circle, and it gives more tension. You can't always be sure that your hiding place will really hide you - countless times I've been hiding and heard a cop coming up the stairs after me, forcing me to jump to another building or climb higher.

Basically have it like GTA Vs, all cops patrol the area where you did the crime. If witnesses are implemented, maybe have the cops ask witnesses where they last saw you etc. I also hope they sorta fix it when you try to hide from the cops, they always know or have a hunch where your location is which is pretty annoying.

Mostly GTA 4 system (you could lose a wanted level by quickly getting away from the crime scene),and also have the option to hide in various places and wait for them to give up the search like in Bully,the option to bribe the cops like in Mafia 2 and the option to lose the one star wanted level by killing the cop who saw you commiting a crime before he calls for backup like in Mafia 1 (same for the civilians who are about to call the cops on you).Also have some of the mechanics from GTA SA,like the cops not shooting at you with one star wanted level if you don't have a gun in your hand,and not randomly increasing your wanted level to two stars just because they are too lazy to run after you and subdue you with a nightstick.

As for the cops,they should be programmed to not know protagonist's exact location,they should just search for him in the general area around the crime scene or the area where they last saw him.It's stupid how in GTA 5 they don't see you,but they know exactly where you're hiding,the exact alley behind the exact dumpster (they don't search the area and find you by accident,they get out of their car and run straight towards you).If the cop doesn't see the protagonist,he shouldn't know where the protagonist is even if he's hidden just a few feet away.Maybe also have cops with different personalities,some would search the whole area where they think the protagonist is,and some could be lazy and give up after just taking one look at the place and not seeing the protagonist in plain sight.

I don't care. It just really sucks that you get a a wanted level if you kill somebody in the middle of nowhere. Or you just shoot in the air and suddenly you got 2 stars. It even sucked in 3D area ( getting wanted level for killing sprees). You should only get a wanted level if a cop witnessed your crime.

... or a bystander who could call 911. But no animals as witnesses or people who phone 911 without a phone or time to call.

In gta5 cops come from anywher and even if you get into an alley and climb some stairs in a roof.. if the wanted level continues, they still find you :/

The wanted system is definitely one of the things they did very well in Watch Dogs. It´s a bit similar to V´s wanted system, but the whole hide from the cops thing actually works.

Here is my opinion. Might be edited. A lot. Also, I ripped some ideas off some games, hehe..

From now on, cops must be on patrol, or the station, like somebody above mentioned. Also, stealth must be a little bit better, and also when you kill somebody while no people are around, then nobody can save him, BUT, there's a chance that a cop will find clues (with a clue system), and has a chance to land you in the wanted list. Also, there are the most top wanted, where if you're in it, you will be attempted to be tracked by the FBI. Along with that, cops must recognize you, and if you're acting as an normal civillian driving in the streets, the cops will not pay much attention. We can also make the radio more extensive, kind of like in Mafia II, and also they can indentify you harder if you're in a car. Also, cops can forget (not the most wanted fugitive list, BUT there's a chance that there might be an error like a guy hacking it or something, and this gave me the idea to make a hacking minigame) (and also that it still stays similar to it's original system) if you are out for too long. Also, wearing different clothes than your ones will make your wanted level dissapear, BUT(T), if you enter your car, and it was wanted from before, and you haven't changed it a bit (license plate, paint job, looks..), then if a cop manages to see you in the car, they will recognize you. Also, if you get out of your car but the car's only wanted, and if the cops see you get out while they are still onto you, it also can get your new clothes wanted.

Here's a new wanted level system.

Quarter-star - If you are in a brawl, but didn't beat, you can get a warning. Sometimes, also, cops can check your ID for other offenses.

Half-star - You can get a ticket for things like hitting the cops' cars, brawling, driving over lampposts and such..

1 star - They are trying to bust you. If you get busted, you have a quick 10 seconds to either bribe the cop(s), resist or if you let it, get busted. In a car, too. If you are a danger to somebody, then you'll get;

2 stars - Some cops will be dispatched from patrol and station. They shoot at you, and if you're presented a less danger, it has a chance to escalate to 1 star. If you're more of a danger, you'll get;

3 stars - Same as 2 stars, but helicopters will now spawn, and 5 are going to be spawned max, but then must wait a long period before dispatching more helis from the station. Roadblocks now happen.

4 stars - NOOSE Teams are kicking in, but when you hide in a corner or somewhere, the NOOSE have a less chance to spot you because they have a mask, and their vision is a little altered.

5 stars - The Federal Investigation Bureau puts you in their most wanted (with the ability to hack it) and only for a time and for your clothing. Also, the more cops know about you, well that's gonna help in the search.

6 stars - UNDER CONSTRUCTION

I'd like a mix between IV's, Watch Dogs' and V's.

 

1 star - Police gets dispatched for minor crimes (Assault, Grand Theft Auto, Robbery, Hit and Run infront of a police officer) 1-3 local police units take pursuit. Tries to arrest with melee weapons and tazers.

2 stars - This is for more major crimes. (Assault with a deadly weapon, excessive fleeing) Tries to arrest with melee, tazers and fine calibre weapons.

3 stars - Now it gets real, state units deploy, they shoot if you aim at them, or pull the trigger. Otherwise arresting. Helicopters dispatched.

4 stars - E.S.U/S.R.T/E.R.T/S.W.A.T deploys, shoot to kill, arrest if possible.

5 stars - Two helicopters, blockades, snipers.

6 stars - N.O.O.S.E and F.I.B sent out. Helicopters with HMG's and Armoured Vehicles take pursuit. Expect the best of the best, special forces. Relies heavily on tactics, flanking and tactical insertions.

 

Police will search plates, and use spotlights in alleyways, and use dogs to search forest areas.

You can hide in your car and in buildings, but the police might find you. Damaged vehicles bring more attention.

A mix of improved versions of IV, V as well as RDR. For example, if you kill all the cops chasing you in a remote area there will be none left to continue pursuing you, and you can become a wanted criminal and given enough notoriety start to catch the attention of shop owners, peds, etc.

A few extra ideas for a new wanted system.

 

To get an instant wanted level, a patrolling officer has to be present and witness the crime. No "Kill somebody and one second later the cops are on the lookout". This also means that there has to be a significant increase in patrol units. I swear patrolling squad cars in GTA V are so rare that it's like Los Santos is a lawless town from an old western movie.

 

Pedestrians who witness a crime must CALL THE POLICE FIRST before a wanted level is activated. Yes there are some cases were peds will call the cops in V, but most of the time the wanted level cuts out the middleman and instantly gives you a star. You can also threaten peds to stop the call, like in Watch Dogs. Or bribe witnesses, like in Red Dead Redemption.

 

A combination of IV and V's systems where you can either escape the search area, or you can also hide from the cops to get away from them, without leaving the circle. Also remove the thing in V where the cops magically know where to search for you ( like hiding in an alley multiple streets away from the crime scene and still have officers drive straight towards your position).

If a crime is to be committed a police car should be dispatch within the vicinity of the crime committed but no wanted level yet. They should also investigate the witnesses within that area. Also civilians must take picture of the perpetrator instead of just calling the cops immediately as if cops actually knew the face of the perpetrator like magic (only if the player is in the line-of-sight of the peds, otherwise they can never recognize the perpetrator if he is engage in stealth or if the player is wearing balaclava or masks); the protagonist shall be informed that peds have witnessed the crime and should avoid stop informing the cops by either killing the witness or bribing them. After investigation, the officers must dispatch a patrol vehicle with the face of the suspect recognized and then the wanted level is activated. But if the player has already escaped the area of the crime, a search area will appear on the player's map just like in the evade mode of GTA V where cops would be dispatch around the city or inform patrolling police cars about the suspect and his last known location. Should the player eventually be discovered, a wanted level will appear and the pursuit will begin.

 

Cops will continue to attempt vehicular arrest or arrest on foot no matter how high the wanted level is; they would only start shooting if the player retaliates by killing officers. Also rather than killing the player, they should devise tactics to stop the player forcibly either by shooting his leg (if the mechanics of the game applies it) in order to disable him, throwing smoke bombs or flash bangs which could hinder their sight, or multiple cops will puruse and then corner the player by mowing him down in the ground if on foot; if on a vehicle they should attempt a PIT maneuver and surround the player's car and dragging the player out of the car. If the player does start shooting back, however, and kills multiple officers then the usual mechanic will commence much as the same thing in GTA V.

 

If the player is in evade mode, it is immediately advice that they ditch the vehicle they are driving and swap new vehicles to avoid the cops, as heat will now incur on the vehicle they've driven in the pursuit and cops will now recognize both the plate number and the make of the vehicle, regardless if they have painted the vehicle in a shop. It is also strongly advice that the vehicle they swapped in must have a darker tint to its window otherwise they will recognize the player regardless if they have changed the vehicle, reinstating the pursuit (with the exception if they are wearing balaclava during the duration of the pursuit and removed it after they manage to elude the cops thus starting the search mode). If on foot, I would want something similar to Watch_Dogs but more improved by hiding in alleyways or in dump trucks; if the player wore balaclava or mask throughout the duration of the pursuit they become harder to detect as once they have managed to evade the cops and entered search mode and remove them, they will be able to blend with the population thus making detection much harder.

 

Also no more wanted level when in a desolate area with few pedestrians or if you're just hunting animals. And no wanted level if the player is in engage in stealth and sniping far away for peds to report to the cops.
