All his talk about new shirts... Rockstar hasn't actually added a new shirt in over 6 months. The last ones have been sitting in the code for either the Events planner or shirt cannon (which is also collecting dust in the sub-basement where they chain-up the streaming hosts) to change the tunable.

I'm sitting on 61 special tops because I missed some (and a hat) last September because I wasn't on new-gen yet and the Lonliest Robot shirt because that was intended to be PC-only. Fortunately, missing those forcibly rehabbed me from be a foaming-mouthed collector, but all this talk about shirts is giving me the twitches. Stop it!
