It's impossible to get to that situation. Every turn has 1 upvote and 2 downvotes, and for a situation where there's only two brands, it means one of them has to be upvoted from the previous turn. A brand can't be at 1 point after it's upvoted since it'd previously be at 0 points and eliminated, therefore you can only get to a situation in which each brand only has 1 point by not upvoting either of them, which isn't a valid turn.

 

You can also think of it in a different way by playing the game in reverse - start at 2 brands at 1 point each, and try to reach the penultimate turn that'd get you there, with one downvotes and 2 upvotes. Using the downvote puts one of the brands at 0 points, which means it'd be eliminated, meaning it can't be done.
