Adder Location Help

I have been looking in the Rockford Hills area the Adder spawns at, and can not find it. I have two questions: Do I have to be a certain point through the game, and does it spawn more if I am in a super car?

Edit: Found it once, so the first question isn't needed to be answered now. But the second question I still don't know the answer to.
