weird black bars start spreading around the screen and then take over

So, I got a new tv monitor this is a 24 inch visio tv (1920x1080) and I ran up some gta v everything seemed fine until I got into the game. When I looked down on the ground or on a building (if you hover the black bars over the sky you cant see them) You would see the black bars. Now I was playing a mission earlier and they got horrible as I was flying a chopper, they seem too get worse and worse, over time. so I keep on changing the aspect ratio when it got bad from auto to a similar setting. a few seconds later they would start growing. I tried looking online and I havent found anyone with the same problem. So I have decided too make a post myself. Please help, Phase. probably artifacts from an unstable overclock. restarting the game usually fixes it.
